1788967 - Hide privacy segmentation preferences section

The nimbus integration can probably stay from bug 1751481 but we'll need to make sure to configure it to have feltPrivacyShowPreferencesSection be false (or undefined as this bug will likely change firefox.js default).

Verified that "feltPrivacyShowPreferencesSection" is not displayed on about:config on Win10/win7. Is there anything else that we should try? Thank you.

feltPrivacyShowPreferencesSection isn't an about:config pref. This bug was to remove/hide the privacy segmentation section at about:preferences#privacy-privacy-segmentation
