For Fx106 we need to flip the following prefs:
browser.theme.dark-private-windows = true
browser.privacySegmentation.preferences.show = true
browser.privatebrowsing.indicatorButton.enabled = true (not yet landed)

Apologies for the delay I was on PTO. We don't want this mentioned in relnotes since it's being preffed off from the release.
