Port bug 1549886 - MOZ_TELEMETRY_REPORTING enabled by default on official builds

MOZ_DEBUG_SYMBOLS appears to be an ancient relic and is not necessary.

The INCLUDE line for MAPI headers in win64/plain-opt is not needed since those headers are vendored since bug 1717088.

Cleaning out outdated configurations. MOZ_TELEMETRY_REPORTING in particular
does not need to be set for builds with MOZ_OFFICIAL set since bug 1549886,
it only needs to be unset for a couple of variants.
