To allow disable cookie banner handling per domain, we need to add a toggle on the protection panel to switch on/off cookie banner handling. The toggle will be exposed in Nightly channel for now.

We will need to add event telemetry for the cookie banner toggle. Just like what we did for the ETP toggle.
