Launching a messaging system experiment and a rollout to run concurrently has not (AFAIK) been done before. First, we need to make sure we're set up to do this with Import Bookmarks.

I'm posting a patch based on some Slack discussions as one possible option. I'd like to land this patch, or some other option today, if possible.
