User Agent: Mozilla/5.0 (Windows NT 10.0; Win64; x64; rv:106.0) Gecko/20100101 Firefox/106.0

Steps to reproduce:

I'd like to remove the tab search menu icon from the toolbar (the arrow pointing down).
I right-clicked on it to select the menu "remove from toolbar".

Actual results:

cannot select the "remove from toolbar" option since it is disabled.

Expected results:

I should have been able to select the "remove from toolbar", and the seach icon should have been removed.

This goes back to bug 878551. The reason for that change (bug 878551 comment 12) still seems valid, so I don't think we're going to reverse course.
