We should be able to use moz-support-link here but I don't think we'll be able to remove all the relevant parts in ExtensionsUI.jsm. Since this particular link does not use Fluent, we'll need to keep the part where the link's textContent is assigned...unless the assigned text is just "Learn more". In that case, we can let the moz-support-link handle all that since it uses Fluent to change the visible text.
