The three dot menu has contextual functionality based on whatever tab page is currently active. Convert the logic in TabsTrayMenu to Compose and open a Compose Menu with the correct options based on what page is active. All of the menu options should be functional after this ticket.

:dmeehan This ticket is part of a larger feature rewrite that is behind a feature flag and secret setting. It is not going live at this time. Thanks for checking in for this though! It will likely be enabled in Nightly to bake in a few weeks.
