This was okay in TB 102 & TB 110b4

Until bug 1819318 is fixed, the user has no solution to execute automatically or manually Messages filters -> Regression

This turns out to be from https://searchfox.org/comm-central/rev/39e2f40bf7dd57bc8c9279875025d1250c874601/mail/base/content/FilterListDialog.js#250. imap-js needs to implement canSearchMessages
In combination with the odd decision to HIDE all of those controls if not working for the account currently SELECTED while opening the dialog. Switching later will only disable the controls as need be, as it should.

In bugzilla we generally don't set the OS field unless we think the bug is OS specific. (or we want to be absolutely clear that all OS are affected)
