18197 - bookmarks popup must be clicked 3X the first time

Overview Description:
	The 'Bookmarks' popup must be clicked three times to trigger it the first time
you try to access it. From then on it's fine.


Steps to Reproduce:

1) Launch Seamonkey.
2) Click on 'Bookmarks' on the Personal toolbar.
3) Click it again.
4) Click it again, aha!

Actual Results:
	It doesn't fire until the third click. There are no console messages (there's none
for the 3rd successfl click either). Also, if you run it on a slow machne you can see that
the bookmarks list creates itself in duplicate and then fixes itself and resizes the menu
accordingly. On linux, you can still see the after effects.


Expected Results:
	One click, one menu.

Hmm, other menus work on the first click - personal toolbar problem?

The 'also' part should be put in a separate bug.

I see this. I bet the first click brings up an empty menu for some reason. The
second click closes it. And the third click finally succeeds bringing up a good
menu.

This bug is related to 18198. The two bugs have the same cause. I have a
possible work around to try out. The problem stems from having nested templates.
The workaround will pull the two templates apart and put them in separate boxes.

Turns out that this is not caused by nested templates.

It happens on Linux and Windows (haven't checked the mac).

As of build 1999122023 I know longer see this bug on Linux running on RedHat
6.1.  It is god awful slow though, but is functioning properly.  NT as of build
1999122108 still exhibits the problem, requiring 3 clicks to get a bookmark.
