On Android, when the app is foregrounded and the extension process is dead we need to restart the process. Also, when the app is in the foreground and the process has crashed we need to be able to restart the process.

Per conversation with other teams, when we need to restart the extensions process we can use the extension crash which has a listener to then call to recreate the associated browser or reload the background page.
Summary: Create and expose Gecko Extension Process API for restarting extension process → Add GV functionality for calling recreation/reloading of background pages due to extension crashes
