Scroll down to the bottom and scroll up again

Do this maybe a few times, then scroll the screen till the looping video of some graph thingy is on the screen
Try to scroll now.

Windows task manager shows GPU->"Video Codec 0 " at 100%
The whole browser sort of freezes.

I tried toggling some overlay related prefs, but none of them helped.

A build from Feb-21 also janks pretty hard. So this is not a new regression.

If I set media.wmf.dxva.d3d11.enabled = False, then there is no stuttering/freeze. Profile: https://share.firefox.dev/3EWlKHu

If i set media.wmf.vp9.enabled = False , then the extreme stutter/freeze doesnt occur. Profile: https://share.firefox.dev/3ZcnxAd
(The page is still a bit stuttery, but Chrome also stutters. )
