Steps to reproduce:
Thunderbird menu in the mail window > tools > message filters
Actual results:
When switching between emails in the drop down the window does not scale causing the buttons on the side of the window to become partially occluded.
Expected results:
The window should resize to prevent this.

I fixed this very recently in bug 1819479
