1825089 - `Ctrl+mouse wheel` no longer zooms message body content in message reader

Steps to reproduce:

open email
used CTRL + or - to zoom
used CTRL + mousewheel to zoom

Actual results:

didnt zoom

Expected results:

zoomed

used to work in 110.

Confirming for beta 112.0b5 (64-bit), Daily 113.0a1 (2023-03-29) (64-bit), Win10.

No longer able to zoom the contents of message body in message reader using the mouse/keyboard shortcuts.
Main menu's View > Zoom works (kinda, because the menu is going away after each step :-/).

I must have tested this with the Mail Start Page; special case which I've filed as bug 1825627.
For regular messages, both in latest Beta 112.0b5 (64-bit) and Daily 113.0a1 (2023-03-29) (64-bit), Win10:

• Ctrl + +/- zooms (OK)
• Ctrl + mouse wheel fails to zoom (this bug)

dquiros, same for you with latest versions?

When fixing this, other types of pages in Message pane, e.g. conversations summary, should also be tested.
