1825627 - Zoom command no longer enabled for Mail Start Page

+++ This bug was initially created as a clone of Bug #1825089 +++

Steps to reproduce:

1. Open Go > Mail Start Page (Alt+Home on Windows)
2. Check out View > Zoom

Actual

• all commands in View > Zoom submenu are disabled (more often than not, only for the Mail Start Page)
• (intermittently, commands were enabled as they should)

Expected (as in 102)

• all commands in View > Zoom submenu should always be enabled when there's any content in the Message Pane, incl. Mail Start Page
• Zooming with Ctrl+ +/- and Ctrl+mousewheel should be enabled

Didn't work for me in 112b4 but works with b5. Tested on Mac.

about:message already handles zoom for standalone message tabs/windows, or when it has focus, but we need to enable the commands for when a web page is displayed.
