Reproducible: Always

Steps to Reproduce:
1. Start Mozilla
   (see below also)

Actual Results:  
I get 2 of theses:

Error: element has no properties
Source File: chrome://cookie/content/cookieNavigatorOverlay.xul
Line: 128

Expected Results:  
Clean JS console.

This also happens, at least, when opening the Java console:
 but from Mozilla only, not from the JS console !!

The error needs to be fixed, and that is the purpose of this bug.

NB: It may not be right that this error appears in the JS console (in official
release), but this is bug 152298.

I suggest to add at least "cookieNavigatorOverlay.xul" in the summary of bug
176999; to help prevent duplicate reports :-<

Just leave it as it is. "Closed" isn't used yet.
