Remove the "Set as Default" infobar from MC

We are getting good engagement with other set as default messages and rethinking our "set as default" strategy.

The current one might already be handled by messaging from bug 1703874.

Instead of removing, we may want to add this to the set to default messaging group so it doesn't collide with other messages.
