1827199 - Message summary preview header buttons are not keyboard accessible

In bug 1816784, message header buttons were fixed for individual messages. In the message thread pane, it is possible to select a threaded message and see it in the message preview. The threaded messages have a subject heading and two action buttons: Archive and Delete. The user cannot navigate to these two actions by keyboard.

In 102, users cannot access these options by keyboard either. This would be an accessibility improvement over 102.
