1827261 - Add enable/disable compact mode options to Folder Mode context menu

Add the options to enable/disable compact mode if the folder mode supports it. If it is not supported, disable the option.

In the ... menu in the folder pane header bar, it would be really nice if the Folder Modes were listed there rather than having to dig through yet another drop down menu as those items would be used a lot more frequently than deciding what I want to see in the pane header.

Moreover, "Compact View" should be there, and not only under Menu/View/Folders.

That submenu doesn't close when clicking on a mode, allowing users to turn on and off various modes without issues.
Having those modes outside the submenu is not an option because extension can add modes and we need a dedicated menu as that list might grow dramatically.

Moreover, "Compact View" should be there, and not only under Menu/View/Folders.

We know, we're adding that back
