1828157 - Chat conversations list is not able to be scrolled

In Chat, if a user has a long list of conversations, the full list of conversations is not visible. The user is not able to scroll through the conversations list to see conversations lower in the list.

Maybe another flexbox fallout? Reminiscent of other bugs where 3-pane window or Today Pane got cut off instead of being flexible.
Not being able to get to all of your chats sounds like a pretty big limitation, marking this P2/S2.

Yes, I dug into this today and it is most likely flexbox related.
