The colour of a folder in the folder tree is supposed to change with the colour picker in the folder properties dialog. I'm not sure whether this is a great idea or not, but that's what used to happen. There's a bunch of things around this that don't quite work right, and TBH the code sucks so I'm going to overhaul it.
