It was created 25 minutes ago, still in "Draft | Custom Policy" state with the "Secure Revision" classification. I think that's supposed to automagically get removed after some processing happens, when a revision is submitted?
(mccr8 said he's seen this as well.)
Looks like bug 1589679 was a similar instance of this a while back.

Sorry for the inconvenience. I have found the cause and will be fixing in bug 1832391 shortly. I am trying to get the feed caught up in the meantime.
