Auto-hiding hover-revealed toolbar in its own window

Details
In windows, you can autohide the taskbar. When you move your mouse to the
bottom of the screen it appears. When you move the mouse away, it disappears.
It would be nice if we could have this prefs-toggleable ability for toolbars
when in full-screen mode. That way, it would appear only if you move the mouse
to the top of the screen and dissapear when you move the mouse away.
This would give you more room for browsing.
I filed this bug because of a conversation I had with someone named Demonrest
on irc.mozilla.org #mozillazine. He was talking about something called MyIE
that he wished they had for Mozilla. I looked at its features, and he said he
especially liked the auto-hide panel.

I think this will depend on the ability to move a toolbar to a new window, but
I can't find the bug for that. Anyone?

See also, Bug 183333 on Auto-hiding the sidebar. This is not a dupe of that
bug. (Just so we don't waste our time on that)

I realized this bug shouldn't just apply to full-screen mode when working on bug
183333. It can apply in any mode.
Bug 61846 is about an undockable "My Sidebar". We would need an equivalent bug
for the toolbar unless one already exists. I'm not going to check for an
existing "Undockable toolbar" bug but at this moment, but I imagine one exists.
Attachment 108442 [details] from bug 183333 can also be used to demonstrate what I want in
this bug except within your mind, replace "My Sidebar" with the toolbars and
have it come from the top.
