We should also migrate storageAccessAPI permission to something semantically meaningful: Bug 1765320. These could be done simultaneously.

This is going to be a big lift because of the preference rename and its use in tests. Perhaps we should do Bug 1773059 first to clean up the storage access grants for xorigin iframes.
