I shipped this:

Multiple tests are failing:

• browser_threadTreeQuirks.js
• browser_viewMenu.js
• browser_messageCommands.js (on Windows, opt builds)

User impact if declined: Interface for new profiles will have the wrong default setting for density
Testing completed (on c-c, etc.): Tested on c-c, tested migration during review. Automated testing changes only fix tests for the new default.
Risk to taking this patch (and alternatives if risky): Low risk.
