1837441 - Unified Toolbar customize panel preview toolbar should respect density settings

The preview of the Unified Toolbar in the customization view currently doesn't respect density settings. However all the buttons inside it do. This can lead to unexpected visual issues. We should add the styles to allow for the density to change.

User impact if declined:
When customizing the Unified Toolbar it is more likely that the buttons will not have enough room for focus styles as well as not accurately portraying the size of the toolbar.

Testing completed (on c-c, etc.):
both automated and manual testing on daily.

Risk to taking this patch (and alternatives if risky):
Minimal risk as this is only css changes
