We have specific designs for how the moz-message-bar should look in Window's High Contrast Mode: https://www.figma.com/file/zd3B9UyknB2XNZNdrYLm2W/Outreachy?type=design&node-id=10-1916&mode=design&t=edp8VxxEcHto7lNk-4

The designs are annotated with the system color values we want to use for different elements of the moz-message-bar. We'll need to map these back to the tokens we defined in Bug 1838223 and define HCM values here.
