Steps to reproduce

  1. Make sure Pull-to-Refresh is enabled
  2. Make sure "Scroll to hide toolbar" is enabled as well
  3. Head to this URL
  4. Scroll down, then try to scroll up

Expected behavior

Scrolling up should work normally

Actual behavior

Sometimes, scrolling doesn't work, and Pull to Refresh is triggered instead

I confirmed that APZ is sending correct InputResult values. In the failure cases I'm seeing a touch-cancel event, suggesting a similar underlying issue to bug 1830805 and bug 1847305.

It works on the latest nightly. I believe this bug was also fixed by bug 1847305.
