Description: i cannot scroll up. instead it Just Refreshes the page
Steps to Reproduce:
I was scrolling through YouTube shorts when i accidentally refreshed the page instead of scrolling up. This has happened multiple times<details>

Seeing touchcancel
s in the cases of unexpected pull-to-refresh, adding some other bugs to See Also where I've seen the same symptom (these likely share a root cause).
