set browser.tabs.firefox-view-next to true and activate a High Contrast Mode (Instructions)

STR:

  1. Navigate to Tabs from other devices or History section of FirefoxView-Next with keyboard
  2. Navigate to and activate any meatballs sub-menu ... control (Open menu) button)
  3. When a menu is opened and the first menu item is focused, review the focus indicator

Expected:

  1. Focus outline is solid CanvasText color outline (refer to the Acorns > Buttons > States > (HCM), State = Focus examples)

Actual:

  1. Focus outline consists of two outlines: a CanvasText (as expected) and blue (on Windows 11 Night Sky HCM) or Accent color (on macOS)

So this is the same issue that was brought up in bug 1791024. We might need to copy over the media queries that tgiles added in bug 1786397, but I want to confirm with Morgan first if we need to do or if it will be fixed at the layout/widgets level.

The behavior changed a bit - the white outline was removed but the Blue outline still overwrites the HCM focus outline (expected to be CanvasText instead).
