When I go to Edit>Preferences to edit helper applications, the window is
incomplete, and the list of file types is missing.

Reproducible: Always

Steps to Reproduce:
1.Open Preferences
2.Go to Helper Applications
3.

Actual Results:  
File type list is missing; window is incomplete.

Expected Results:  
There should be an editable list of file types to customize the browser behavior.
Bug 84983 and bug 153477 also seem related.
