Folder pane doesn't keep scrolling up/down with dragged message

Steps to reproduce:
Drag and drop email(s) from a folder into another one that is currently not visible in the folder pane. Drag the email(s) to the lower (upper) border of the folder pane to scroll the pane down (up) until the folder becomes visible.
Actual results:
The folder pane does scroll up/down, but only when the mouse reaches the lower/upper border of the control AND is moved. In other words, the scrolling stops if the mouse is does not move.
If the target folder is located far down the list, this requires a user to "wiggle" the mouse up and down to keep the pane scrolling.
Expected results:
The folder pane should keep scrolling up (down) when the mouse is positioned near the lower (upper) border of the folder pane with a dragged email, even if the mouse does not move.
This was the behavior in my previously used version of TB (102.14). The problem was maybe caused by the fix in response to this report: https://bugzilla.mozilla.org/show_bug.cgi?id=482943.
