Steps to reproduce:

Drag an message to the top of the folder pane with the intention to have the pane scroll up to reveal the target folder for the message drop.

Actual results:

The folder pane does not scroll at the expected location (between the folder pane and the "+ New Message" button, but only at the top of the "+ New Message" button. This is not intuitive as the "+ New Message" button does not appear to be part of the folder pane.

Expected results:

The folder pane should scroll up when the mouse (with a dragged message) is placed at the top of the folder pane, immediately below the "+ New Message" button.
