react-hooks recommended configuration has exhaustive-deps as a warning rather than a failure.
There were a few warnings in mozilla-central that have now been fixed by the bugs that this bug depends on.
I'd like to turn it into an error, to ensure that any future issues are handled rather than potentially accumulating more warnings.
