Bug 1798245 tried to enable video overlay without ZeroCopyNV12Texture with non-intel GPUs to release. But it caused regression(Bug 1817269). Then the change was backed out.

The regression happened mainly with AMD GPUs.

Bug 1818685 and Bug 1846165 added workarounds to disable video overlay when frame drop happens.

With the workarounds and with block list from Bug 1817269 Comment 30, it seems OK to re-enable video overlay with AMD GPUs.
