Is the charset account setting for chat something we should continue supporting?
I think there are some IRC networks out there that still aren't UTF-8. I'm not 100% sure on this though. (Annoyingly it somewhat depends on what rooms you go into and such since the protocols doesn't enforce the encoding.)
