This bug is for the first run basic translate flow. Should cover most of the items in "First run flow" in Figma.

Also, this bug is a good opportunity to refine "Standard Translation" flow. (e.g., refine error states, fix initial implementation design review issues, etc.)

Has a dependency on runtime and session translations setup in AC. (Dropdown criteria is runtime because it is based on the engine.) Edit: Please use static placeholder text for now and we will integrate data model later.

This bug should:

• Add a first run flag or variant for the main translations flow
• Add additional copy
• (Optional, add spinner if complete, bug 1856957)
