Steps to reproduce:

the GET message BUTTON, it must NOT download automatically the messages of the news servers!

furthermore, if I am inside a newsgroup and I click on GETMESSAGE, it should only download the messages of the group I am in, as previous versions of Thunderbird do.

Actual results:

is a continuous of error for the news server that are temporarily or permanently inactive and the download request also appears for more than 500 messages.

Expected results:

like older version of Thunderbird, if I click "GET message", newsgroups must be excluded, as when automatic message checking occurs.
(or enter in the account settings the possibility of not being monitored when the button is pressed.)

As for the "Get Messages" button indicated by the cloud download icon, this has been fixed in bug 1837152 and works exactly the same in ESR 128 as it did in ESR 102. The "Get Messages" toolbar button, on the other hand, retrieves messages for all authenticated accounts, as indicated by its tooltip, "Fetch new messages for all accounts". While this behavior would be easy to adjust (see patch), it may very well be intentionally different. Perhaps Martin can tell us more?

Indeed, the behavior was intentionally simplified, so the button does the same thing, no matter what your current view is. The button is now also available in the toolbar when in other tabs, since its behavior is independent of the visible view. We had debated having another button available for the toolbar that only fetches the current account, or always opens the account selection popup at the time, but never ended up implementing anything. As you've pointed out there's various other ways to get messages for a specific account, another option is to right click the account you want to get messages for in the folder pane and selecting "Get Messages".
