1858528 - Add xml files needed for new search engine additions

rakuten and yahoo-jp-auctions needed to be added to the locale "jp" as mentioned in the task https://bugzilla.mozilla.org/show_bug.cgi?id=1818321

However every search engine has an xml associated with them which contains the details of that search engine. These two search engines do not have xmls of them and it needs to be added before they can be added to the list.json for the "jp" locale

Verified as fixed on the latest Fenix Nightly 122.0a1 build from 11/24 with HTC 10 (Android 8).
The following search engines are available in Japanese: Google, Bing, Amazon.co.jp, DuckDuckGo, Rakuten, Wikipedia (ja), Yahoo! Japan, Yahoo! Auctions.

Both XML files are invalid (InputEncoding seems to be invalid). I will file new issue.
