1858750 - Folder View widget doesn't show which view is currently showing

The folder view widget ("View" in the unified toolbar) used to show which view is applied, like View: [ <dropdown view value> ]

This is kind of important for the widget, since the view is per folder and it gets very confusing when you move to a different folder which is using a different view than the folder you were in.

(Also there used to be a View | Messages menu available when the widget is present.)

Regression caused by (bug #):
User impact if declined: View picker button doesn't show current view name, some other view related behavior is inconsistent
Testing completed (on c-c, etc.): Been on c-b for a while, has automated tests, ESR patch automated tests pass locally.
Risk to taking this patch (and alternatives if risky): There is some risk, since this changes a lot around the view picker binding. However, the alternative is not fixing this on ESR.
