Steps to reproduce

1. Open about:preferences and click on the Choose button from the Language section.
2. Select random languages and Add them.
3. Observe the window.

Expected result

• A scroll bar is displayed when the languages overflow.

Actual result

• The Webpage Language Settings window is clipped.
