The steps at https://firefox-source-docs.mozilla.org/browser/components/newtab/docs/index.html#building-assets-and-running-firefox have traditionally been used to document about:welcome. Now that about:welcome has been split out, it should probably get its documentation split out as well and have its own build instructions. This bug is to do that.
