1869059 - Set up new builds to test out Rust in Thunderbird building

Bug 1860654 should be landing soon.

Using Thunderbird Rust code will be behind a configure flag for now, so we need a couple of extra builds to run on comm-central to make sure nothing breaks until the flag is removed.

Let's stick with linux64, macosx64, win64 for build platforms.

Name the builds {platform}-rusty/opt.

Then hack in ac_add_options --enable-thunderbird-rust on those builds.
