Bug 1867854 removed appearance: dialog, which was no longer needed
because we could just use background-color: transparent. We had to add
transparent backgrounds to the page info window and library windows so
that the vibrancy / unified toolbar style keep working.
Bug 1867659 actually intended to make that transparency take effect,
but due to a typo it actually didn't. When bug 1869853 fixed that typo,
it unveiled some transparent regions in those two windows. Make sure we
specify a background for the non-toolbar content, so as to preserve
behavior.
