Not sure exactly how this gets filed, but if I have a web page loading that
ultimately tries to unlock the keychain, and I go to the bookmarks menu when the
dialog pops up, I end up in a state where the bookmarks menu doesn't disappear,
but layers on top of the Keychain dialog.  I can't select anything in the
Bookmarks dialog (so it won't go away) and I can't click the Keychain dialog
(because it is behind the menu).

(As an added bonus, if I do a ctrl-alt-esc to get the force quit dialog, that
also pops up in the same area, undeneath the locked menu, and the menu is always
on top.  Fortunately I can just use the dock to force quit.)

Reproducible: Always

Steps to Reproduce:
1. Start a page loading which will require a password
2. Open the Bookmarks menu.
3. Wait till the keychain dialog pops up.

In 10.3 and 10.4, don't get into a locked state (can still click on the dialog buttons, or use the keyboard).
