Filters running and filter log showing that no filter ran, making debugging impossible

Steps to reproduce:
Turn on the filter log. Hit "clear filter log". Wait a minute. Then select a message. Choose "Run filters on message" from menu. Go to Filters and open filter log to see which filter ran.
Actual results:
The selected message was immediately tagged "filtered", which is something I added to a bunch of filters as a workaround since your broken filter system insists on running repeatedly even on emails that don't match the filters. Now I have all the filters set to not run on emails marked "filtered", at a workaround that should not be necessary at all, so that it does not repeatedly filter and refilter the same emails forever.
The filter log says no filter ran.
Expected results:
The filter log should say which filter ran, so I can have SOME idea what the heck is going on with the filters, and maybe, hopefully, somehow, use that knowledge to find a workaround to somehow get TB to filter my emails into the folders I want them in, instead of randomly being filtered all over the place by TB's unpredictable broken filters.
But without being able to tell which filters are running, because the logs are suddenly now totally blank no matter what, there is no way at all for me to figure out what is going on, or what is broken, or how to get any filter rules working, or if it's even possible anymore to use the filtering at all.
If you cannot provide a working filtering system, you at least have to provide working logging so we can come up with workarounds for the many bugs in the filtering system. With a filtering system that neither works, nor can be troubleshot in any way because it's no longer possible to even see what filters are running, TB is now 100% unusable as an email client unless I give up all hope of filtering and just use one giant folder for the hundreds or sometimes thousands of emails I get every day. This is not tenable.

Seems like a duplicate of bug 1691301. Does this still happen for you with ESR 128?
