After 1873677 lands, we should continue the leftover work and also upgrade AGP.

"AGP 8.0 creates no SoftwareComponent by default. Instead AGP creates
SoftwareComponents only for variants that are configured to be published

I'm tentatively restricting this update to 8.0.2, because 8.1.0 seems to hit different breakage.
