Steps to reproduce:

Using Thunderbird 123.0b1 (64-bit).

Received an email with alerts enabled for new messages, and a taskbar entry is shown for the notification while on screen. Settings are: "Show an alert" enabled, "Use the system notification" disabled.

If the system notification setting is enabled, no taskbar entry is added while the notification is displayed.

Actual results:

An entry in the Windows taskbar was added for the notification. It is removed when the notification times out after 10 seconds.

Expected results:

There shouldn't be an entry in the Windows taskbar for notifications.
