1878721 - Rework Opening the Select Translations Panel

Description

Bug 1870300 introduces behavior to open the Select Translations Panel from the context menu.

We need to explore two things.

1. Figure out a better way to open the PanelMultiView at the selected target.
2. Determine if we can avoid opening the panel on top of selected content.
