We'll be expanding BROWSER_SET_DEFAULT_USER_CHOICE_RESULT telemetry in Bug 1881397 to not expire. BROWSER_SET_DEFAULT_PDF_HANDLER_USER_CHOICE_RESULT should match that.

Transforming collection from renewing to permanent requires the use of the full form not the renewal-only shortform.

Also, please attach future data review request forms as plaintext attachments to the bug. This fits in better with Data Stewardship workflows.
